Purpose: The purpose of these
grants is to stimulate arts providers to sponsor small- scale new,
innovative arts projects.
Description: These grants support
a wide variety of art activities, which are undertaken to benefit
the citizens of Alexandria. Special Opportunity Awards are intended
to support new and innovative projects that have clear visibility
and long-lasting impact to the City of Alexandria. Statewide, regional,
or national projects will not be considered. This is a simplified
specialty grant used to encourage short-term, small-scale art projects
by arts organizations.
Funding Limitations: These
grants are offered on a "funds available" basis and advertised
with a special call for proposals. Up to $5,000 per grant can be
awarded; awards do not require matching funds by the organization.
Deadline: Monday, December 1, 2008
Project Timeframe: Special Opportunity
Grant projects need to take place beginning January 1, 2009 and
ending June 30, 2009.
Eligibility: applicants for
City Arts Special Opportunity Awards must:
- Provide an artistic event or program
that takes place in the City of Alexandria;
- Have been in existence as an organization
for one year before applying for a grant;
- Provide (as part of the application)
a minimum of one full year of financial history completed prior
to the grant deadline.

Special Opportunity
Awards applicants may:
- Be organizationally based outside
the City of Alexandria.
- Be organizations that do not have
as their major purpose the advancement and support of the arts,
but which, during the immediate past two years, have produced
or presented arts events or projects in the City of Alexandria
as a significant part of their overall program.
- Apply for more than one Special
Opportunity Award within the same grant cycle.
- Apply for a Special Opportunity
Award without regard to any other grant applications pending or
received in the same grant cycle.

General Eligibility Requirements:
All grant applicants must meet the following eligibility requirements:
- Demonstrate artistic competence in, and the ability
to produce, present or otherwise directly support disciplines
that enrich the artistic experience of citizens of the
City of Alexandria. Supported disciplines include music,
dance, literature, theatre, the visual arts and/or combinations
thereof.
- Establish that the project/program proposed will enrich
the artistic experience of citizens of the City of Alexandria
in a significant way.
- Demonstrate sufficient management skills to carry out
the proposed project/program in a financially sound and
business-like manner.
- In the conduct of the project/program not engage in
discrimination on the basis of race, color, sex, religion,
ancestry, national origin, martial status, age, sexual
orientation or disability.
- Not engage in any activities or present any programs
in violation of the statues of the Commonwealth of Virginia
or ordinances of the City of Alexandria.
- Comply with Section 504 of the Rehabilitation Act of
1973, as amended, which includes provisions that no otherwise
qualified person, solely by reason of a handicap in any
way or form, shall be excluded from, be denied the benefits
of, or be subjected to discrimination in any form in any
program or activity receiving Federal financial assistance.
- Where required, comply with federal Fair Labor Standards
which stipulate a) that all professional performers and
supporting personnel will be paid not less than the minimum
compensation as determined by the Secretary of Labor to
be prevailing minimum compensation for persons employed
in similar activities; and that professional and support
personnel will not be subject to unsanitary, hazardous
or dangerous working conditions in organizations' projects
or products.
Ineligible Organizations or Artists: Applicants
are ineligible for consideration by the Commission if:
- There is a default of payment to any agency of the
City of Alexandria.
- Applicant does not complete the grant application in
full, or fail to supply information or documentation when
and where required.
- Applicant, during either of the last two fiscal years,
fails to complete the ACA-funded program/project according
to the terms of the grant application, without full permission
and consent of the Commission.
- Applicant failed to complete a final report form or
have an outstanding final report form from a previously
awarded grant from the Commission.
- The grant request is for an event or activity not considered
by the Commission to be an artistic event. (Note: An ethnic
festival, as defined by the City of Alexandria, is not
considered to be an artistic event, however artistic activities
included in, part of, or sponsored by an ethnic festival
may be eligible for project grants.)
Activities Not Funded. The Commission does not fund:
- Activities intended to influence, either directly or
indirectly, the actions of any public official or body,
elected or appointed, on any existing or proposed legislation.
- Activities (with the exception of those proposed in
a technical assistance grant application)
restricted, entirely or substantially, to the membership
of the organization.
- Activities completed prior to the beginning of a granting
period.
- Activities that take place outside the city limits of
Alexandria.
- Activities that are exclusively religious in nature.
- Capital expenditures associated with improvement in
facilities and/or purchases of equipment in excess of
$1,000.
- Expenses related to reduction of accumulated deficits
or debts.
- Expenses related to fund-raising events.
- Expenses related to social functions, whether an integral
part of the project funded by the Commission or not.
- College and university-based or K-12 projects that are
part of a required course or curriculum.
- K-12 projects designed primarily for private schools.
- Awards, fellowships and prizes.
- Programs or projects that are essentially rehabilitative
or therapeutic in nature.
- Programs or projects designed to achieve goals that
are primarily political, religious or social.
